Hong Kong's recent budget announcement highlighted its commitment to digital assets, revealing plans to introduce a stablecoin sandbox to aid issuers, as stated by Financial Secretary Paul Chan. This initiative is part of a broader strategy that includes expanding the city's digital dollar, exploring Web3 technologies, and increasing trials of China's digital yuan. The proposed stablecoin regulatory framework aims to ensure financial stability and investor protection while fostering innovation. The Hong Kong Monetary Authority (HKMA) is set to launch a sandbox for testing stablecoin issuance, focusing on business models and risk management. Efforts to regulate stablecoins have intensified, with a public consultation launched last December to discuss licensing requirements for issuers by the HKMA. Meanwhile, progress on the Central Bank Digital Currency (CBDC) includes completing the e-HKD pilot's first phase and preparing for the second phase to investigate additional applications. Regionally, the HKMA is collaborating on the mBridge cross-border CBDC pilot with central banks from China, the UAE, and Thailand, set to begin this year. Furthermore, Hong Kong is expanding digital yuan testing, allowing e-CNY wallet top-ups via the Faster Payment System. To safeguard investors in the evolving digital economy, Hong Kong adheres to a regulatory principle ensuring equal treatment for similar activities and risks, applying strict policies to Virtual Asset Service Providers (VASPs). The Securities and Futures Commission (SFC) has introduced a licensing regime for VASPs, with notable applications from firms like OKX, Crypto.com, and Bybit.
