ច្បាប់ថ្មីរបស់ HKMA ធ្វើឱ្យកាក់មានស្ថេរភាពកាន់តែមានសុវត្ថិភាព និងជឿទុកចិត្តកាន់តែច្រើននៅក្នុងទីក្រុងហុងកុង

នៅថ្ងៃទី 29 ខែកក្កដា ឆ្នាំ 2025 អាជ្ញាធររូបិយវត្ថុហុងកុង (HKMA) បានចែករំលែកច្បាប់ថ្មីសម្រាប់ក្រុមហ៊ុនដែលចង់បង្កើត និងគ្រប់គ្រងកាក់ស្ថិរភាព ដែលជាប្រាក់ឌីជីថលដែលភ្ជាប់ទៅនឹងរូបិយប័ណ្ណពិភពលោកជាក់ស្តែងដូចជាប្រាក់ដុល្លារហុងកុង។ ច្បាប់ថ្មីទាំងនេះនឹងចាប់ផ្តើមនៅថ្ងៃទី 1 ខែសីហា។

HKMA និយាយថាក្រុមហ៊ុនត្រូវតែរក្សាប្រាក់ពិតប្រាកដឱ្យបានគ្រប់គ្រាន់ដើម្បីត្រលប់មកវិញទាំងស្រុងនូវកាក់ស្ថិរភាពរបស់ពួកគេ។ ពួកគេក៏ត្រូវតែអនុវត្តតាមច្បាប់តឹងរ៉ឹងផងដែរ ដើម្បីប្រយុទ្ធប្រឆាំងនឹងឧក្រិដ្ឋកម្ម និងការពារអ្នកប្រើប្រាស់ពីការគំរាមកំហែងតាមអ៊ីនធឺណិត។ ទោះយ៉ាងណា ហត្ថាកសិករ លីមីតធីត មិនទាន់បានផ្តល់អាជ្ញាប័ណ្ណណាមួយនៅឡើយទេ។

ក្រុមហ៊ុនធំៗមួយចំនួនកំពុងរៀបចំដាក់ពាក្យរួចហើយ។ ប៉ុន្តែ HKMA ព្រមានកុំឲ្យប្រើច្បាប់ថ្មីនេះជាលេសសម្រាប់ឃោសនាបំផ្លើស ឬបំភាន់។

Hong Kong has officially opened the door for regulated stablecoin issuers

In Asia’s financial powerhouse, Hong Kong is ushering in a new era for digital finance. On July 29, 2025, the Hong Kong Monetary Authority (HKMA) announced its official regulatory framework for stablecoins. Taking effect on August 1, these new rules make Hong Kong one of the first places to formally license stablecoin issuers.

The framework requires stablecoins to be backed 100% by high-quality, liquid assets and tied to major fiat currencies like the Hong Kong dollar. Issuers must also meet strict standards for anti-money laundering and cybersecurity.

Although no licenses have been granted yet, the HKMA is urging firms not to use the framework for premature marketing. Still, anticipation is high. Leading tech firms in China are already showing strong interest in applying.

More than regulation, Hong Kong’s move is about trust. It signals that crypto and clear rules can work together—opening the door to a safer, regulated digital future.
